St Kilda Beach is Melbourne's best-known city beach, six kilometres south of the central business district on the eastern shore of Port Phillip Bay. Inside the enclosed bay there is no ocean swell, so the water is flat or choppy depending on the wind, and the beach is used for swimming, stand-up paddling, sailing and, above all, windsurfing and kitesurfing. The long beach between St Kilda Pier and Elwood catches the summer afternoon sea breeze and the cool southerly changes that sweep up the bay, and the open, shallow water makes it one of the main kitesurfing areas in Melbourne; local rules restrict where kites may launch and ride during the busy summer season, so riders should check the council's current zones before going out. South to south-westerly winds blow onshore to cross-shore here, which is the safer direction for kiting; northerly winds blow offshore and should be avoided. St Kilda Pier is home to a small colony of little penguins that can be seen at dusk. Water temperature varies from about 11 °C in winter to 21 °C in summer.
